Can towns use expropriation process in order to provide frontage so that a couple can build? This is for the development of one small lot, not for a subdivision. The land being expropriated is a strip of land beside a 20 foot road that was bought in order for the road to become a 40 foot road and made safe for all residents of the road. The town has no intention to widen and ditch the road. They want the land so this couple can build.
